The would still have to develop a standard that doesn't exist in the current system for mouse and kb capability. As it stands now, every developer has a different "dead zone" when you move the cursor around on a gamepad since the joystick idles in the middle. Some developers have an oval shaped dead zone and others have more odd shaped. There was a really good video of that guy who is selling that device that allows you to use a mouse and keyboard on the xbox explaining that each game is different. They would have to force developers to comply with this new standard and really force developers to develop two different aiming systems.
