The RAM on your video card is primarily beneficial when using high resolution textures.
In your case, I would say that the CPU is holding your back. Source engine games are extremely CPU intensive, especially Counter-Strike: Source.

Um i have a similar setup, i run max settings with 1280 x 1024 and i get over 100 fps
